关于印发《安徽工业大学留学生住宿管理暂行规定》的通知

经校长办公会研究同意,现将《安徽工业大学留学生住宿管理暂行规定》予以印发,请认真遵照执行。

安徽工业大学留学生住宿管理暂行规定

第一章        

第一条  为进一步规范留学生的住宿管理,为留学生创建一个安全良好的学

习生活环境,根据《安徽工业大学国际学生培养与管理暂行办法》及学校相关规定,结合留学生实际,特制定本办法。

第二条 本办法适用于学校统一安排入住学生公寓的国外留学(进修)学生。

第二章      住宿及退宿管理

第三条  国外留学生由学校统一安排住宿,按照相对集中、男女相对独立的原则,在尊重留学生的生活习惯、文化背景的前提下,学校对住宿留学生实行集中统一管理。

第四条  留学生在充分了解住宿管理规定,缴纳住宿费,并签订住宿协议后,办理入住手续。博士生原则上安排单人间,其他学生一般安排双人间。

第五条  留学生住宿按照学校公寓管理部门统一安排的公寓,由国际教育学院分配各学生具体住宿楼宇、寝室及床位,并将留学生的详细住宿信息报学校学生公寓管理部门,统一纳入学生住宿信息系统。留学生应按指定的宿舍及床位住宿,不得换住、混住。

第六条  因特殊原因需进行住宿调整的,须留学生本人提交书面申请,经学院批准后予以调整。调整后的信息及时报学生公寓管理部门。

第七条  学生长时间外出时,应及时关闭水电,妥善保管好贵重物品,并需到宿舍管理人员办理登记手续。钥匙丢失,应及时报告学生公寓管理部门,须凭有效证件到公寓值班室借用备用钥匙,并在规定时间内归还。

第八条  留学生毕业或学习结束时,须在规定期限内到公寓管理管理员处办理退宿手续。清理个人物品,退还房间钥匙及其他公共物品,经管理人员检查房间确认后正式办理退宿手续。

第九条  因特殊中途办理退宿的须留学生本人提交书面申请,经学院批准后按规定程序办理退宿手续。中途退宿时其当年所缴纳的住宿费不予退还。

第三章      公共设施使用管理

第十条 宿舍内配备床具、桌椅、衣柜、书架、门锁、空调、淋浴器、马桶等基本生活设施,配备若干电源及网络插座,住宿学生是公共设施、设备使用管理的第一责任人,养成自觉规范使用及爱护公物的良好品质。

第十一条  学校提供宿舍公物维修服务,其中网络维修由现代教育技术与网络管理中心负责,公共场所卫生及其它维修由后勤部门负责,学生可通过电话、管理员及后勤服务大厅、安工大微后勤等渠道进行报修,因人为因素导致公物受损的,其维修费用由住宿人承担。

第十二条  宿舍安装了供电控制系统,每个宿舍设置1000W额定限电装置。其中电费每学期每人免费使用限额为100度,热水实行集中供应,刷卡消费。超用电费及网费由学生须自行按量购买使用。

第十三条  学生公寓实行门禁管理,公寓大门早上600(冬季)、530(夏季)开门,晚上2300关门,周末(星期五至星期天)2330关门。晚归者需说明情况,并主动出示证件登记后方可进入。无特殊情况,宿舍关门后不得外出。

第四章  违规违纪处理

第十四条  严格执行学生公寓会客制度,来访客人须携带个人身份证件同邀请人一并在值班室登记,未带证件者禁止进入。

第十五条  住宿学生不得在宿舍内留宿非本宿舍人员。如有特殊情况,需事先向国际教育学院提出申请,经批准并办理相关手续后方可安排入住。因擅自留宿非本宿舍人员造成其他同学或集体财产损失、人身伤害的,留宿者将承担相应责任。

第十六条 学生宿舍实行查房制度。国际教育学院、保卫处、后勤处将定期或不定期开展宿舍相关检查,重点是检查宿舍公共秩序,公用设施、设备及各项安全,并记录检查结果。住宿学生应积极配合,服从学校统一安排,不得以任何理由阻挠。

第十七条  宿舍内发现有下列行为,学校有关部门有权制止,并视情节轻重给予通报批评或纪律处分,乃至追究法律责任。

一) 影响公共秩序的行为

1.拒绝配合学校卫生、纪律和安全检查;

2.在楼内外乱丢垃圾、乱泼污水或将水倒入垃圾桶内;

3.中午12点至下午2点,晚间10点后,在宿舍内大声喧哗、高声放音响等影响他人学习与休息者;

4.在墙壁、楼道乱涂乱画,张贴、散发各种海报、传单等;

5.擅自装修寝室,或在墙面上凿进铁钉等硬物;

6.私自移动、拆装家具及设施设备;

7.饲养宠物;

8.将剩饭菜倒入下水道中,造成堵塞;

9.造成公共用水用电严重浪费;

10.酗酒、赌博、嫖娼、吸毒、贩毒等违法犯罪活动;

11.其他影响公共环境和秩序的行为。

二)影响安全的行为

1. 私拉电线或其他偷电行为;

2. 擅自挪动、乱用、破坏消防器材和设施;在公共楼道、消防安全出口处摆放自行车、电动车或堆砌物品,阻碍消防安全疏散通道;

3. 携带或存放各种有毒物、腐蚀性、放射性等危险物品;私自存放和使用公安部门规定的违禁物品和管制刀具;

4. 在公寓内吸烟、燃放烟花爆竹、焚烧杂物、存放易燃易爆物品;

5. 攀爬门窗、顶楼、栏杆等危险行为;

6. 私配房门钥匙、调换门锁或将寝室钥匙私借他人;

7. 违反门禁管理规定;

8. 在房间内使用电炉、微波炉、电锅、饮水机、电炒锅、电饭锅、洗衣机、电磁炉、电热杯、热得快、电热褥、取暖器、电烫斗、电夹板、卷发器等电热器具等各种大功率电热电器。

9. 在房间内烹饪、烧烤;

10. 其他影响公共安全的行为。

第十八条 宿舍内统一配置的电器不得擅自修理或拆卸,由于使用不当引起的后果由责任人负责。住宿学生应购买、使用正规厂家生产的、经过认证的合格电器产品。宿舍管理人员有权制止违章用电行为。

第十九条 住宿学生应注意安全用电,在通电情况下,禁止将电脑、路由器、接线板、充电器等电器设备放置于被褥、纸箱等物品上;

第二十条 住宿学生发现火警、火灾等事故时,应及时采取报警、撤离现场等措施。发现刑事、治安等案件时,应保护现场,及时报告保卫部门和宿舍管理部门,并协助处理。

第二十一条 住宿学生应注意防盗安全,妥善保管个人物品;不得将寝室钥匙借予他人,私自调换或另加门锁;丢失钥匙后要及时向宿舍管理部门报告,学生自行承担补办钥匙费用。

第二十二条 学生宿舍实行传染病申报制度。凡有《中华人民共和国传染病防治法》规定的各类传染病患者,应主动报告楼内管理人员。住宿学生如发现宿舍内有传染性疾病疑似患者,应及时报告国际教育学院和校医院;传染病病人、病源携带者和疑似传染病人,在治愈前或者在排除传染病嫌疑前,应服从学校医院的医疗指导意见,积极配合有关住宿的调整和安排。

第二十三条 住宿学生应爱护学校公共财产,妥善使用宿舍楼和寝室内的水电设施、门窗、玻璃、家具及其他各项设施、设备。除学校配备的家具、设施外,不得私自添置影响公共安全的其他设备、设施。

第二十四条 住宿学生应自觉保护公共环境卫生,共同创造文明、整洁、有序的住宿环境。尊重、珍惜工作人员劳动成果,保持走廊“24 小时无垃圾”;室内垃圾请直接倒入卫生桶内,袋装垃圾请及时带到指定的垃圾堆放点;自觉爱护宿舍周围绿化地。

第二十五条 住宿学生应互相尊重,团结友爱,自觉维护公共秩序,遵守作息时间,养成良好的学习生活习惯。

第二十六条 学生宿舍内禁止经商或其他相关行为。不得在学生宿舍内从事各种传销、经营性活动及收费性活动。住宿学生需举办非经营性宣传类活动,须经宿舍管理部门批准后,在指定的区域张贴或布置。

第二十七条 住宿学生寝室布置力求美观大方,格调健康高雅,环境整洁有序。

第五章  附则

第二十八条 国际教育学院统筹安排留学生指导老师,并负责留学生的统一教育管理,住宿学生应严格遵守中华人民共和国法律法规、校纪校规及宿舍管理规定,恪守有关文明公约。宿舍楼内发生违纪行为的,将根据《安徽工业大学留学生违纪处分细则》给予当事人相应纪律处分,触犯法律的还将根据相关法律规定追究其法律责任。

第二十九条 《安徽工业大学留学生违纪处分细则》另行制定。

第三十条   本办法由后勤处、国际教育学院负责解释。

Provisional Regulations on AHUT International Students’ Accommodation

Chapter 1  General Provision

Article 1  This regulation aims to regulate the management of international students’ accommodation, creating a safe and enjoyable environment for learning and living in accordance with Provisional Regulations of AHUT International Students Cultivation and Management and other relevant regulations of AHUT.

Article 2  This regulation applies to AHUT degree or non-degree international students accommodated in arranged student apartments.

Chapter 2 Check in and Check out

Article 3  The international students accommodation is arranged by the university with due attention given to the living habits, cultural background and gender of international students.

Article 4  International students shall check in after paying the accommodation fees and signing the accommodation agreement while being aware of the accommodation regulations. In principle, Ph.D candidates can be accommodated in a single room and other students share a double-bed room.

Article 5  International students shall be accommodated in accordance with the arrangement by Apartment Management Department (AMD). Specific apartment floors, dormitories and beds shall be assigned by School of International Education (SIE), and detailed lodging information of international students shall be reported to AMD, and be input into student accommodation information system. International students shall abide by the detailed assignment made by SIE and any unapproved alterations or mixed lodging is forbidden.

Article 6  Accommodation adjustment could be considered and approved by SIE for special reasons with students’ written application submitted. The approved adjustment of accommodation shall be reported to AMD in time.

Article 7  For a long-time leave, students shall turn off the switch for water and electricity promptly, keep the valuables properly, and report the leave to the management department. If the key is lost, students shall report to AMD in time, borrow the spare key with valid certificate from the apartment duty room and return the key within the prescribed time.

Article 8  Upon graduation or end of study period, students shall go through the check-out procedures within the prescribed time including moving out all personal belongings, returning room keys and other public properties, which will be finally confirmed by staff members.

Article 9  Check-out prior to the deadline with special reasons may happen to those who submit written application and get approval from SIE. Accommodation fees are non-refundable for cases checking out ahead of time.

Chapter 3  Public Facilities

Article 10 The dormitory is equipped with beds, desks, chairs, wardrobes, bookshelves, door locks, air conditioner, shower, toilet, power supplies, network sockets and other basic living facilities. Dwelling students shall be responsible for maintaining the public facilities and equipments in good conditions.

Article 11  The university provides dormitory property maintenance services, with network maintenance by modern education technology and network management center, public place hygiene and other maintenance services by logistic department. Students can request for repair by reporting through telephone, administrators, logistics service hall, AHUT Wechat platform of logistic department. For any man-made or deliberate damage, the compensation shall be paid by the students who live in the dormitory.

Article 12  A power supply control system is installed in the dormitory and 1000W rated power limiting device is set for each dormitory. Each student has 100kwh electricity for free per semester and the extra electricity consumption will be paid by students. Hot water and internet access in the dormitory shall be paid by students themselves as well.

Article 13  Door-entry control system is employed in student apartment. The gate of the apartment opens at 6:00 am (winter) and 5:30 (summer) and closes at 23:00 (Monday to Thursday) and 23:30 on weekends (Friday to Sunday). Students shall explain the reasons and be registered with valid student ID card at the duty room if they come back late. Without special reasons, students shall not go out after the closing time.

Chapter 4  Violations of Disciplines and Regulations

Article 14  Visiting regulations are strictly enforced. Visitors shall be registered with personal ID Cards at the duty room with the inviter on the scene. Any visitors without valid certificates are prohibited to enter.

Article 15  Anyone who is not officially accommodated in the dormitory shall not stay for the night in the rooms. For special cases, application should be submitted to SIE in advance and be approved before check-in procedures are completed. Any property loss or personal injury caused by the visitors shall be borne by the inviting student.

Article 16  The inspection system is implemented in the dormitory. SIE, security department and logistic department will regularly or irregularly inspect the dormitory focusing on the dormitory public order, safety of public facilities, equipment and record inspection results. Dwelling Students shall fully cooperate and follow the arrangement, and shall not obstruct the inspection work for any reason.

Article 17  The following behaviors will be monitored and stopped by the relevant departments. Students involved shall be given notice of criticism or disciplinary penalty or even be investigated for the legal liability according to the seriousness of the circumstances.

A.  Behaviors disturbing public order;

a)        Refusing school sanitary, discipline and safety inspection;

b)        Dumping garbage at random inside or outside the apartment building, carelessly splashing contaminated water or pouring water into a garbage bin;

c)        From 12:00 noon to 2:00 p.m., and after 10 p.m., behaviors disturbing others’ study and rest including talking loudly, playing loud music and so on.

d)        Scrawling graffiti, posting and distributing posters, flyers without approval, etc.

e)        Decorating the dormitory without authorization, or pounding iron nails into the wall;

f)         Moving or disassembling furniture and facilities;

g)        Keeping pets;

h)        Pouring leftovers into the drain, causing blockage;

i)          Causing serious waste of public water and electricity;

j)          Doing alcohol drinking, gambling, whoring, , drug abuse, drug trafficking and other illegal criminal activities;

k)        Other behaviors disturbing public environment and order.

B.  Behaviors disturbing security

a)        Using private wires without permission or other illegal behaviors stealing electricity;

b)        Moving, abusing or damaging fire-fighting equipment and facilities; Parking bicycles, electric vehicles, piling up sundries or the like in the public corridor or at the fire safety exit, which hinder fire safety evacuation passageway;

c)        Carrying or storing poisonous, corrosive and radioactive substances, storing, using prohibited articles and controlled knives prescribed by the public security department;

d)        Smoking, setting off fireworks, burning debris and storing inflammable and explosive substances in the dormitory;

e)        Climbing doors, windows, floors, railings and other dangerous behaviors;

f)         Duplicating a room door key, changing a door lock without permission or lending the room key to others personally;

g)        Violating door-entry control regulations;

h)        Using various high-power electric appliances in the dormitory rooms including the electric stove, microwave oven, electric saucepan, water machine, electric frying pans, electric rice cooker, washing machines, electromagnetic oven, electric cup, water heater, electric heating mattress, heating apparatus, flat iron, electric clip, hair curler;

i)          Cooking and barbecuing in the room;

j)          Other behaviors that affect public safety.

Article 18  Electrical appliances equipped in the dormitory rooms shall not to be repaired or ske forbidden to be placed Article 18  ket er eletric t regulationshout permission;dismantled personally without permission; damage of facilities or equipment caused by improper use will be borne by the user. Dwelling students must purchase and use certified electrical products made by accredited manufacturers. Dormitory management personnel are entitled to stop improper behaviors of using electricity.

Article 19  Students shall pay attention to the safe use of electricity. Powered computers, routers, terminal boards, chargers and other electrical equipment are forbidden to be placed on articles like beddings and cartons.

Article 20  Those dwelling students who detect an accident, such as a fire or fire

alarm, shall take immediate actions like giving an alarm and evacuating from the site. Those who run into a criminal or public security case or the like shall keep the scene intact, contact the campus security department and dormitory management immediately and provide necessary assistance.

Article 21  Dwelling students must pay attention to anti-theft security and take

good care of their personal articles; they shall neither lend their dormitory keys to others nor change their door locks or fit an additional lock without permission. They must report to the dormitory management immediately if their key is lost and pay for the necessary costs of the duplicate key.

Article 22  An infectious disease declaration system is effectuated in student dormitories. Anyone who contracts any of the infectious diseases specified in the Law of the People's Republic of China on the Prevention and Treatment of Infectious Diseases shall report on his/her own initiative to managerial personnel in his/her building. Students who find a suspectable infectious disease patient in the dormitories must contact SIE staff and university hospital immediately. Infectious disease patients, pathogen carriers and suspectable infectious disease patients must follow the medical instructions and advice from the university hospital and fully cooperate for necessary medical and accommodation arrangements before they are cured or the suspicion is removed.

Article 23  Dwelling students shall take good care of the public properties of the school and maintain well water and electricity facilities, doors and windows, glass, furniture and other facilities and equipments in the dormitory building and rooms. Apart from the furniture and facilities provided by the school, other equipments and facilities that affect public security shall not be used for private purposes.

Article 24  Dwelling students are expected to protect public sanitation for a clean, tidy and orderly living environment and show full respect to staff’s labour by keeping corridors clean all the time, dumping indoor garbage directly into designated barrels and taking bagged garbage to the designated garbage stacks. Please consciously value the greens around the dormitories.

Article 25  Dwelling students should show full respect to each other, build and maintain sound friendly relationships in the community, consciously maintain public order, observe daily schedule, and form a good habit of studying and living.

Article 26  Business and other associated activities are prohibited in student dormitories. Individuals or organizations are forbidden to conduct any pyramid selling, profit-oriented or fee-collecting activities in student dormitories. Non-profit promotion activities held by dwelling students should be approved by SIE in advance and be conducted in designated area.

Article 27   Dwelling students should follow the layout specifications and decorate rooms in a healthy, orderly and elegant style.

Chapter 5 Supplementary Provisions

Article 28   SIE makes job arrangements for instructors, and is responsible for daily management of international education. Dwelling students should strictly abide by the laws and regulations of the People's Republic of China , university regulations and dormitory management rules, and civilization conventions. Any disciplinary offence in the dormitory will be given the corresponding disciplinary penalty according to Anhui University of Technology Rules for Dealing with Student Disciplinary Offences, and those who break the law will also be investigated for legal liabilities in accordance with the relevant law.

Article 29    Anhui University of Technology Rules for Dealing with Student Disciplinary Offences shall be separately formulated.

Article 30    The regulations are to be explained by the logistic department and SIE.
