关于印发《安徽工业大学本科留学生学籍管理实施细则》的通知

为促进我校留学生教育发展,加强本科留学生工作的规范管理,根据中华人民共和国教育部、外交部、公安部联合颁发的《学校招收和培养国际学生管理办法》(2017320日教育部、外交部、公安部令第42),参照《安徽工业大学全日制本科生学籍实施细则》(安工大〔2017101号)及学校其它有关本科生管理和留学生管理的相关规定,遵循与国内学生趋同管理培养和留学生特殊性兼顾的原则,结合我校留学生工作实际,特制定《安徽工业大学本科留学生学籍管理实施细则》,经学校校长办公会审定,现予以印发,请认真遵照执行。

安徽工业大学本科留学生学籍实施细则

为促进我校留学生教育发展,加强本科留学生工作的规范管理,根据中华人民共和国教育部、外交部、公安部联合颁发的《学校招收和培养国际学生管理办法》(2017320日教育部、外交部、公安部令第42),参照《安徽工业大学全日制本科生学籍实施细则》(安工大〔2017101号)及学校其它有关本科生管理和留学生管理的相关规定,遵循与国内学生趋同管理培养和留学生特殊性兼顾的原则,结合我校留学生工作实际,特制定本实施细则。

第一章  入学与注册

第一条  本校新生须持录取通知书及规定的有关证件,按期到校办理入学手续, 并在规定时间内按时缴费。因故不能如期报到,应及时向国际教育学院说明原因,办理请假手续,假期一般不得超过15天。未经请假或超假逾期15天者,视为放弃入学资格。因特殊情况不能按期报到者,须由本人向学校提出书面申请,经学校审核同意,保留入学资格1年。经批准保留入学资格的留学生,须在次年四月份向学校提出复学申请(含奖学金申请)。经学校审核同意后予以注册。逾期未提出复学申请者即失去入学资格。

第二条  新生入学时,必须接受体检。如发现患有疾病不适合在校读书者,经指定医疗单位确诊为短期治疗可以达到健康标准的,可保留入学资格1年。保留入学资格的留学生病愈后申请复学,应于下学年开学前,持本国公立医院证明向国际教育学院提出申请,经我校指定的医疗机构复查,确已符合体检标准者,方可办理入学手续。经复查不合格或逾期不办理入学手续者,取消入学资格。

第三条  在新生入学后1个月内,对留学生提供的资料及信息进行复查,复查合格的,即取得学籍。复查不符合招生条件的,取消学籍。

第四条  在读留学生每学期必须在学校规定的开学时间到校办理注册手续,并在每学年开学规定时间内按时缴费,以取得本学期学习资格。因故不能按期到校注册者,必须事先履行请假手续,请假不能超过15天。凡开学后15天内未注册者,视为放弃学籍,按自动退学处理。

第五条  留学生全额缴纳学费、住宿费后,因各种原因退学的,在本学期开学后1个月内申请退学的,学校根据留学生实际学习时间,退还一半学费及住宿费。在本学期1个月后申请退学的,所缴费用不予退还。

第二章  学制与学习年限

第六条  本科留学生学制一般为4年。因保留学籍、休学等原因需要延期的,经批准,可以在所学专业学制外最多延长2年。保留学籍、休学等时间均计入在校学习年限。学生提前修完教学培养计划规定课程,也可申请提前毕业,但最多只能提前1年毕业。

第三章  纪律与考勤

第七条 学生必须严格遵守中国法律、法规和学校各项规章制度,按时参加培养(教学)计划规定和学校统一安排、组织的一切活动。学生上课、实习、劳动等都应实行考勤。因故不能参加者,必须履行请假手续,经国际教育学院批准,方可请假。请假未准或超过假期者,一律以旷课论处。对违纪的学生,根据《安徽工业大学留学生违纪处分细则》做相应处分。

第八条 留学生请假期满,应及时到国际教育学院办理销假手续。如请假期满仍不能继续到校学习,必须按《安徽工业大学留学生请假管理规定》到国际教育学院办理续假手续并附相关证明,逾期不续假、续假未准的均按旷课处理。

第九条  对于学校按教学计划规定的集体劳动、实习等,学生无故不参加者,每1天按旷课4学时计。

第十条 留学生享受中国的法定节假日及学校的寒暑假。留学生本国和其它国家的节假日,学校均不放假。

第四章 课程考核与成绩记载

第十 留学生必须参加学校教育教学计划规定的课程和各种教育教学环节(以下统称课程)的考核,课程考核分为考试和考查。考核分为平时考核和课终考核,考核可以采用多种形式。考核成绩如实记录在留学生成绩单和学籍档案中。

二条  留学生课程成绩应由平时成绩和期末考核成绩构成。平时成绩和期末考核成绩各占50%。平时成绩由课堂表现(20%),小测验、作业、实验报告和小论文等(20%)和出勤情况(10%)三部分组成。

第十三条  留学生出勤情况由任课教师根据每次课堂考勤,如实记录在《安徽工业大学留学生考勤登记表》上。每3次迟到或早退计1次旷课。

留学生因病或其他原因不能上课时,必须按《安徽工业大学留学生请假规定》履行请假手续。每学期请假每4课时计旷课1课时。

第十四条 有下列情况之一者,不得参加该课程考试,须重学。

(一)无故缺课累计超过该课程理论教学学时数1/3的;

(二)实验、实习环节、研讨课等缺课累计超过其教学学时数1/2的或实验、实习环节考核不及格的;

(三)平时成绩不及格的。

重学课程当年期末考核成绩和课程成绩为“零分”,计入课程学分绩统计。

第十五条  根据课程性质不同,课程成绩评定采用百分制、等级制。其中等级制分五级制(优秀、良好、中等、及格、不及格或ABCDF)和二级制(合格、不合格或PF;及格、不及格或DF)。学生修读课程的成绩达到60 分及以上(百分制),及格(D)及以上(五级制),合格(P)或及格(D)的(二级制),视为通过该课程并获得相应课程学分。

第十六条 学分与平均学分绩的计算

(一)学分的计算方法如下:

理论教学(含实验),每16 学时为1 学分;体育课每30 学时为1 学分;实习、社会实践、课程设计等分散进行的,每20 学时为1 学分;集中进行的,每周为1 学分。

(二)课程学分以学期为计算单位。课程考核及格,即可取得该课程的学分。

(三)平均学分绩

用平均学分绩作为学生课程学习的综合评价指标。计算方法如下:

学年平均学分绩=∑(课程考核成绩×课程学分)/ ∑课程学分

(四)平均学分绩点(仅供学生自主学分换算使用,不作为本校学生学习质量的评价指标)

第十七条  学生因公外出参加活动不能按时参加正常考试的,由活动组织单位提出申请,经主管校领导批准,并同时报教务处备案,由教务处另行安排考试。凡缺考者,该课程成绩以零分计,在登记成绩时注明“缺考”字样。无故缺考者,该课程应重学。

第十八条  学生若对其成绩有疑问,应在成绩公布的30日内(不含寒暑假),向所在学院提出书面申请,经学生所在学院和课程所在学院同意后,由课程所在学院行政主要负责人指派专人(至少2人)查卷答复。

第五章 补考与缓考

第十九条 教学计划规定的课程正常考试未获得学分,或者课程正常考试前已办理完因故缺考手续的,给予一次免费补考机会。

第二十条 在校生具有下列情况之一的,不能参加补考,只能重学。

(一) 公共选修课、体育课、实践类课程不及格的;

(二)无故缺考的;

(三)考试违纪或作弊的;

(四)被取消考试资格的。

第二十一条 学生考试后应及时通过留学生教务管理信息系统查询成绩,成绩不及格或因故缺考的学生应认真准备补考,并于假期或开学初在留学生教务管理信息系统上查询补考信息,按规定日程参加补考;未参加补考或补考不及格的,须按规定交费参加课程重学。

第二十二条 补考课程成绩由平时成绩和补考成绩各占50%构成,记入课程学分绩统计,其中,平时成绩取原任课教师所给平时成绩。补考后的该课程成绩不纳入奖学金评审范围。

第二十三条 考试期间,学生若遇下列情况之一的,可申请办理缓考手续:

(一)因身体健康状况持有医院证明的;

(二)因不可抗拒事由须请假离校,持有相关证明的;

(三)经学校同意参加各类学术、文化等活动的。

第二十四条 申请缓考的学生须在考试前向任课教师和国际教育学院提出申请,经国际教育学院办公室同意方可办理缓考手续。办理课程缓考的,当学期期末考核成绩和课程成绩记载为“缓考”,不计入课程学分绩统计。

第二十五条 缓考者参加学校在下学期统一安排的补考。

第二十六条 缓考者课程成绩由平时成绩和补考成绩各占50%构成,记入课程学分绩统计,其中,平时成绩取原任课教师所给平时成绩。缓考课程成绩纳入奖学金评审范围。

第二十七条 补考与缓考安排在原课程开课学期的下一学期开学后第1个月内进行。

第六章 重学

第二十八条 需要重学的课程按60/学分收费。

第二十九条  重学课程安排与现有课程安排冲突的,学生可申请免听,经任课教师同意,自修整门课程或该课程的部分内容。申请免听课程的学生,须按要求上交作业并参加课程考核等环节。未申请免听或免听未经批准,不按时上课者,以旷课论处,并计入平时成绩。

重学课程的考核成绩按实际成绩(平时成绩和补考成绩各占50%构成,记入课程学分绩统计。

第七章 转学、转专业

第三十条  一般不受理留学生转学的申请。如患病或者确有特殊困难,无法继续在本校学习的,方可申请转学。

第三十一条  在校生,有下列情况之一者,可以申请转专业:(1)在某专业的学科领域具有潜质或成绩突出,转入该专业更能发挥特长者; (2)因某种疾病或生理缺陷,经学校指定医疗机构检查证明,不能在原专业继续学习者;(3)其他特殊情况不适合在原专业继续学习者。

第三十二条  有以下情况之一者,不予转专业:(1)定向或委托培养生;(2)曾经转过专业的学生;(3)欠学分较多,又不努力学习者;(4)已达到退学标准的学生;(5)处于休学或保留学籍资格的学生。

第三十三条  获得奖学金的在校生如提出转专业申请,经批准转专业后的第一学年,原则上按自费生处理。

第三十四条  转专业的留学生原则上应在本科学习第一学期结束前提出申请,填写《安徽工业大学留学生转专业申请表》,经国际教育学院审批同意后转入所申请的专业学习。留学生可以申请在同一学科门类内转专业,原则上工科类专业可以转文科类专业,但文科类专业不允许转工科类专业。

第三十五条  学生转专业后,须完成转入专业教学培养计划规定的学分要求方可毕业。转专业前已取得学分的课程,如果与转入专业教学培养计划规定的课程相同或类似的,且不低于转入专业教学培养计划规定的相关课程要求的,可充抵该专业的学分;凡与转入专业教学培养计划无关或低于教学培养计划要求的课程,可以充抵专业选修课程或公共选修课程学分。

第八章 休学、复学

第三十六条  学生有以下情况之一者,经审查属实可予以休学:

(一)因病经指定医院诊断,须停课治疗、休养达一学期总学时1/3以上的。

(二)因病经指定医院诊断,患传染性疾病,如肝炎、肺结核等;

(三)一学期请假超过该学期上课总学时1/3的;

(四)因某种特殊原因,本人申请休学或学校认为必须休学者。

第三十七条  申请休学的学生,由本人填写《安徽工业大学留学生休学申请表》,并交验必要的证明材料,报国际教育学院批准,获得批准后,办理相关离校和离境手续。

第三十八条  留学本科生休学最长年限为 2 年。学期结束前开始休学的,该学期按休学计算。学生经批准休学后,应立即办理相关离校和离境手续,也不得提前复学。期满后仍不能复学者,作退学处理。学习期间一般只能办理一次休学。

第三十九条  享受奖学金的学生休学期间其奖学金暂停发放。

第四十条  休学的学生休学期满办理复学手续,应在休学期满前 1 个月向国际教育学院提出复学申请,填写《安徽工业大学留学生复学申请表》。因伤病休学的学生,申请复学时必须到学校指定医疗机构进行身体复查,复查合格,方可复学。复学学生一般编入原专业的下一年级学习。如原专业没有连续招生,由国际教育学院批准,转至相近专业学习。

第九章 降级与退学

第四十一条  学生每学年末所取得的学分未达到该学年教学培养计划规定学分的二分之一者,给予降级处理。

第四十二条  留学本科生有下列情形之一者,应予退学:

(一)不论何种原因,在校学习时间超过最长学制时限的,或本人申请退学者;

(二)学生每学年末所取得的学分未达到该学年教学培养计划规定学分的2/3者;

(三)未能按时毕业或结业又未在学校规定时间内办理延期毕业手续的;

(四)休学期满,在学校规定期限内未提出复学申请或者申请复学经复查不合格的;

(五)经学校指定医院诊断,患有疾病或意外伤残无法继续在校学习的;

(六)未请假离校连续2周未参加学校规定的教学活动的;

(七)超过学校规定期限未注册而又无正当理由的。

(八)学校规定的不能完成学业、应予退学的其他情形。

第四十三条  留学本科生有下列情况之一者,应予取消学籍:

(一)未办理任何手续,自动中止学业者;

(二)不缴学费者;

(三)每学期旷课累计达60学时及以上者;

(四)超过学校规定的期限未注册而又无正当理由者;

(五)其他按《安徽工业大学留学生违纪处分条例》规定应取消学籍者。

第四十四条  退学和取消学籍者,经学校审核批准,终止其在校学习资格,并立即办理离校和离境手续。

第四十五条  退学和取消学籍的学生,不得申请复学,所缴费用不予退还。

第十章 毕业、学位、结业与肄业

第四十六条  具有学籍的学生,在规定的学习年限内,修完人才培养方案规定的各类学分,达到学校毕业要求,准予毕业,学校发给本科毕业证书。

第四十七条  取得本科毕业资格,符合中国及本校有关学士学位授予条件者,授予学士学位;毕业时未获得学位的,可在毕业后1年内,申请补授学位。具体办法按照《安徽工业大学学士学位实施细则》执行。

第四十八条  学生在学校规定年限内,修完教育教学计划规定内容,但未达到毕业要求的,准予结业,学校发给结业证书。结业的学生可在结业后1年内,且未超过学校规定的最长学习年限,重新申请课程学习取得学分,达到毕业要求,准予以结业证书换发毕业证书;若符合安徽工业大学全日制本科学生学士学位授予条件,可补授学士学位。证书日期按发证日期填写。

第四十九条  未完成专业培养要求,但学满1学年以上(含1学年)的退学学生,发给肄业证书。被开除学籍和不符合发放肄业证书条件的发给写实性学习证明。

第五十条  学校所发的毕业证书、结业证书、肄业证书和学位证书应妥为保存。如有遗失或者损坏,经本人向学校申请,学校核实后出具相应的证明书,证明书与原证书具有同等效力。

第五十一条  学生申请延期毕业,应在既定毕业时间3个月之前办理有关手续。学生如因本人原因申请延期毕业,应按相应标准缴纳相关费用。

第五十二条  学生毕业后应及时办理离校和离境手续。

第十一章 附则

第五十三条  本实施细则适用于全日制在校本科留学生。

第五十四条  本实施细则自发布之日起试行,由教务处和国际教育学院负责解释。


Regulations on International Undergraduate Students Academic Affairs

Chapter 1 Enrollment and Registration

Article 1 The new students must come to the office of School of International Education (SIE) of Anhui University of Technology (AHUT) to register with the Admission Notice and Student Visa Application Form (JW201/JW202) and other relevant documents before the deadline of the registration and finish the fee payment at the time specified by the University. The student who could not register on time due to special reasons, must apply for delayed registration in advance. The delaying could not overstep 15 days. For those who fail to make application for delayed registration and fail to register 15 days after the deadline of the registration, they will lose eligibility for enrollment. The student who could not register on time due to some special difficulties can ask for suspension of study with a written report, and the duration of suspension will be one year if it is admitted. The student who asks for suspension of study must apply for resumption of study before April of the coming year, or he/she will lose eligibility for enrollment.

Article 2 The new student must take physical examination when he/she arrives at the University. If the student is found with some disease and could recover with short-term treatment, then he/she can ask for one-year suspension of study. The student who asks for suspension of study must apply for resumption of study before the first semester of the coming academic year and provide the proof of his/her recovery from the national public hospital. If the student could not pass the physical exam given by the designated medical institutions or overstep the deadline of registration, he/she will lose eligibility for enrollment.

Article 3 The new student will get the study position at AHUT after he/she passes the background information rechecking within 1 month after his/her enrollment. If not, their qualification of studying at AHUT will be cancelled.

Article 4 The current student must register and finish the fee payment at the time specified by the University every academic year to keep their study positions. Students who could not come to school to register on time must ask for leave, but the duration of leave could not overstep 15 days. Anyone who fails to ask for leave and does not come to school to register in 15 days after the semester starts will lose the student position and his/her studies at AHUT will be terminated.

Article 5 The student who wants to withdraw from the university after he/she has fully paid the tuition and the accommodation fees, half of the tuition and the accommodation fees will be refunded if the student submits the application of withdrawal from the university in the first month after the semester begins. If the student applies after the first month of the semester for withdrawal, all fees of this semester will not be refunded.

Chapter 2     Mode and Duration of Study

Article 6 The regular duration of study is 4 years for undergraduate students. Students can have a maximum of 2 years extension in addition to the regular duration of study of their major on the condition that they are approved to be kept enrolled or under suspension of schooling. The period of suspension of studies will also be counted into the duration of study. Early Graduation (one year maximum) is available for students who complete all the courses and credits ahead of the prescribed program scheme.

Chapter 3     Student Disciplines and Attendance

Article 7 Students must abide by the Chinese laws and codes and the University regulations and rules. Students shall attend all the required classes, laboratory experiments, fieldworks, etc. prescribed in the teaching scheme, as well as activities and events organized by the University. Attendance checking system is implemented in classes, internship and fieldworks, etc. If students cannot attend these activities for medical or other extenuating reasons, they can only ask for leave with the approval of SIE. If the student leaves without the approval of SIE or the duration of leave exceeds, he or she will be taken as absenteeism. The University will take disciplinary action against students who breach the regulations and rules in accordance with AHUT International Student Penalty Provisions.

Article 8 When the leave duration becomes due, returning students are required to report to SIE. Those who cannot return in due time shall apply for an extension of leave and provide relevant statements or certifications to SIE according to AHUT International Students Leave Provisions. Otherwise, they would be taken as Absence from Class.

Article 9 Students shall participate in required group activities and internships prescribed in the teaching scheme. Those who are absent without any notice will be taken as Absence for 4 credit hours each day.

Article 10 International students have the same public holidays, winter and summer vacations as Chinese students. The University does not arrange holidays in any form for festivals and celebrations of students’ home countries.

Chapter 4     Course Assessment and Student Score Reports

Article 11 Students are to take courses in accordance with the requirements of training schemes of the program, and participate in course study and assessment in a timely manner. Assessment methods include exam and general evaluation. Assessment modes can be divided into regular assessment and final assessment, in which different forms can be taken. Assessment results are to be recorded in the academic transcript and student status archives, no matter the student passes it or not.

Article 12 Students’ course score is composed of the daily performance and the final exam score, each accounting for 50%. Daily performance assessment consists of classroom participation, quizzes, assignments, experiment reports, thesis, attendance and etc., among which classroom participation accounts for 20%, attendance 10% and the others 20% of the course score.

Article 13 Students’ attendance is to be recorded in the Attendance Record Sheet every teaching period by the course teacher. Every 3 times of being late or leaving early will be recorded as being absent for one credit hour.

Students who cannot attend class for illness (Doctor’s Note required) or extenuating reasons must submit the signed written application to the office of School of International Education (SIE) in advance. In this situation, every 4 credit hours of being leaving will be recorded as being absent for one credit hour of the semester.

Article 14 Students who are in one of the following cases are not allowed to take final appraisal and should retake the course.

1. Those with class absence more than 1/3 of the total teaching hours of the courses ;

2.Those with absence more than 1/2 in the session of experiment, internship, seminar etc., or those who fail in the experiment and internship assessment;

3.Those who fail in daily academic performance assessment.

Results of the final appraisal and course study assessment in the above situation will be recorded zero and be counted in the calculation of weighted average in the due academic year.

Article 15 Students’ academic performance is assessed by adopting either hundred-mark system with 60 as the passing score or grading system according to requirements of course syllabus. There can be five grades (Excellent, Good, Mid, Pass, Fail or A,B,C,D,E), or two grades (Pass & Fail or P&F, Qualified &Unqualified or D&F). Students whose assessment score is above (including) 60 (hundred-mark system) or whose grade is above (including) Pass or D in five -grade system or who get Pass or Qualified (P or D) in two-grade system are deemed as pass the course and can obtain relevant credits.

Article 16 Calculation of Credits and Weighted Average  

1.Calculation of Credits

For theoretical courses (including experiments), every 16 credit hours equals 1 credit; for P.E. classes, every 30 credit hours equals 1 credit; and for internships, social practices, curriculum designs and other dispersed practices, every 20 credit hours equals 1 credit while the concentrative practices one credit one week.

2.The course credits are calculated each semester. Students can obtain the course credits after passing the course appraisal.

3.Weighted Average

Weighted Average is a major indicator of students’ learning quality. The calculating formula is as follows:

Weighted Average per academic year =(course study assessment score *credits) / credits

4.Grade Point Average (GPA for short) is not taken as indicator of students’ learning quality, but a reference for students’ convenience in transforming the credits if needed.

Article 17  Students who can not participate in examination on time due to the activities approved by the university should ask the activity organization unit to apply for the approval of university authorities in charge and report it to the Office of Academic Affairs, who will arrange another examination for the students. For those who are absent from the examination, the grade of the course will be recorded as zero, and the academic record for the course will be marked as “Absent”. Students who are absent for no reason must retake the course.

Article 18  Students who have doubts about their scores should apply in written form for checking within 30 days after the publishing of scores. With the approval of SIE and course-setting schools, the original records can be checked by the assigned people (at least two) from course-setting schools.

Chapter 5  Deferred and Make-up Examination

Article 19 Students who failed courses taken in accordance with the requirements of training schemes of the program and who had been granted of deferring the exam have a chance to take make-up exam for free.

Article 20  The following are cases in which make-up exam requests will normally NOT be granted:

  1. Failure in selective courses, physical education courses, experiment course.

  2. Absence from the final exam without permission.

  3. Violating the examination disciplines.

  4. Right of taking the final exam being cancelled.

Article 21 Students should check their assessment results in the university education administration system for international students in a timely manner. Students who fail the course or whose result is “deferred” should check the make-up exam time in the administration system at the beginning of the following semester and take the make-up exam in the scheduled time. Those who didn’t take the make-up exam or failed in the make-up exam must retake the course after the specified payment.

Article 22  The score of make-up exam is composed of the daily performance and make-up exam score, each accounting 50%, which is to be recorded in the weighted average for the course. Daily performance score is based on the original one given by the course teacher. The score in make-up exam is not counted in the evaluation of scholarship.

Article 23 The students in one of the following cases can apply for deferred assessment:

1.Those who are hospitalized or kept under observation for emergency treatment, with hospital certificate.

2.Those who need to leave school because of force majeure incidents happened with relevant proof.

3.Those who participate in academic or cultural activities on behalf of the university, and with certificate from the organizer.

Article 24 Students who need to get deferred assessment must get approval of the course teacher and the office of the SIE by submitting application to them before the date of the exam. The final appraisal and course study assessment result will be recorded as “deferred” and not counted in the calculation of weighted average.

Article 25 Those who get approval of deferred assessment are to attend the make-up exam arranged at the beginning of the following semester.

Article 26 The course score of the deferred ones is composed of the daily performance score and the make-up score with each accounting for 50%, and is counted in the calculation of weighted average. The daily performance score given by the previous course instructor is taken into account. The score in deferred exam is counted in the evaluation of scholarship.

Article 27 The make-up exam and deferred exam are to be arranged within the first month of the following semester.

Chapter 6  Course Retake

Article 28  The fees for course retake is 60RMB per credit.

Article 29  If the schedule of the retaken course is in time conflict with courses in the new semester, students can apply for exemption from attending class of the retaken course. Students who apply for exemption from attending class should submit assignments, participate in experiment, after-class discussion, assessmentetc. required by the instructor. Those who don't attend class without approval will be taken as absence from class in daily academic performance assessment.

The score of retaken course is composed of the daily performance score and the final exam score with each accounting for 50%, which is counted in the calculation of weighted average.

Chapter 7  School Transfer and Change of Major

Article 30  Generally, students are not allowed to transfer schools. Only students with serious diseases or other special difficulties who can not continue their study in AHUT can apply for school transfer.

Article 31  Students are eligible to change major under any of the following circumstances.

1.Students who show great talent or stand out in a particular field, and are likely to develop their strength in the intended major.

2.Students who are diagnosed by the university entrusted medical institutions with diseases or learning difficulties that can hinder their study in the current major.

3.Students who cannot continue their study in the current major for extenuating reasons.

Article 32 Students are ineligible to change major under any of the following circumstances.

1.Students who are companies/institutions-sponsored or in contractual programs.

2.Students who have changed once.

3.Students who missed a considerable amount of course credits and did not study hard.

4.Students who are in face of a Permanent Suspension of Studies.

5.Students who are under a Temporary Suspension of Studies, or whose student status is kept temporarily.

Article 33 If students who have obtained scholarship submit applications for change of major, they should be self-supported without any scholarship for the first academic year after their change of major.

Article 34 Students should fill the International Students Major Change Application Form at AHUT and submit it to SIE before the end of the first semester of the first academic year, and Applicants will not be transferred into the intended major without the approval of SIE. Generally, applicants can change majors within the same field or from science/engineering to liberal arts, but not from liberal arts to science/engineering.

Article 35 Students transferred into the target major must earn all the prescribed course credits of the target major. The credits obtained from the former major can only be transferred to the target major under the condition that the course of the former major is the same as or similar to the course of the target major with no lower requirements than the corresponding course requirements in the target major. The credits obtained from the former major that has no similarity with or lower requirements than the target course can be accepted as the credits of academic selective courses and public selective courses.

Chapter 8  Suspension and Academic Dismissal

Article 36  A student will be placed on Academic Suspension of Studies under any of the following circumstances:

1. Students who are diagnosed by the university hospital or the hospitals entrusted by AHUT with the illness that will consume 1/3 of the total course hours in one semester for medical treatment;

2. Students who are diagnosed by the hospitals entrusted by AHUT with hepatitis and tuberculosis and other infectious diseases;

3. Students whose leave time exceeds 1/3 of the total course hours in one semester;

4. Students who request or are required to take Temporary Suspension of Studies with extenuating reasons.

Article 37 Applicants shall complete the Application Form of Academic Suspension for International Students at AHUT, and submit it together with other required documents to SIE for approval. Successful applicants are to go through the school-leaving procedures required by SIE.

Article 38 The maximum length of suspension is two years. If a student is in suspension before the end of a semester, the current semester will be counted into the suspension period. Suspended students are not allowed to live on campus, attend class or tests, or resume study for any reasons before the expiration date of suspension. The students who do not resume study by the designated date are to be considered as Academic Dismissal. A student can have academic suspension once only.

Article 39  For scholarship students, their scholarship will be suspended during their leave.

Article 40 Students in suspension  should    apply for Re-enrollment to the SIE one month in prior to the return date, and submit the Application Form of Re-enrollment of Studies for International Students at AHUT. Students under suspension for medical reasons are required to take a physical examination in the hospital designated by the university before making a Re-enrollment application. Only students passing the physical examination can be re-enrolled. In principle, students that resume their study will be assigned into the lower grade of the same major. If the University stops enrollment of the original majors of those students, they can study in a relevant major with the consent of SIE.

Chapter 9 Degradation and Academic Dismissal

Article 41 Students who fail to obtain half of the credits prescribed in the teaching scheme by the end of an academic year shall be degraded from their study.

Article 42 Undergraduate international students shall receive Academic Dismissal under the following circumstances.

1.Students whose duration of study exceeds the longest length of schooling or voluntary withdrawal;

2.Students who owe up to 2/3 of the required total course credits in the prescribed teaching scheme by the end of an academic year;

3.Students who do not comply with the Resumption formalities in due time after Temporary Suspension of Studies;

4.Students who does not pass the physical examination of the Resumption procedures after Temporary Suspension of Studies;

5.Students who are diagnosed as having diseases or disabilities, which can seriously affect their study;

6.Students who are absent from the school activities for two weeks without approval for leave;

7.Students who do not register in the due time without extenuating reasons;

8.Other circumstances prescribed by the university.

Article 43 International students’ status will be terminated under the following circumstances.

1.Students who voluntarily withdraw from studies without any formal application;

2.Students who do not pay tuition fees;  

3.Students who are absent from class up to 60 teaching hours each semester;

4.Students who do not register in the due time without extenuating reasons;

5.Other circumstances prescribed in AHUT International Student Penalty Provisions

Article 44 Students under Academic Dismissal or those whose student status is terminated shall terminate their study in the university and complete all the required procedures before leaving, including the campus ID and visa affairs.

Article 45 Students under Academic Dismissal or those whose student status is terminated cannot apply for Re-enrollment. The University will not refund them.

Chapter 10      Graduation, Qualification, Completion and Incompletion

Article 46 The University confers a Certificate of Graduation to students who complete all the courses in the prescribed teaching scheme and supplementary scheme, and meet the requirements of graduation within the duration of study.

Article 47 The University confers a Bachelor’s Degree to students that meet the requirements of Anhui University of Technology Degree Conferment Scheme. Students who graduate without degree can apply for issuing of their degree certificate within one year after their graduation.

Article 48  Students who complete all the courses in the prescribed teaching scheme and supplementary scheme, but do not meet the requirements of graduation within the duration of study will receive the Certificate of Completion. Students can apply for taking courses to obtain credits within one year after they receive the Certificate of Completion, which will be changed to Certificate of Graduation after they meet the requirements of graduation. And if they further meet the requirements for Bachelor’s Degree in Anhui University of Technology Degree Conferment Scheme, they will be conferred Bachelor’s Degree. The date on the certificate shall be the same as the issuing date of the certificate.

Article 49 Students who withdraw after one academic year’s study can receive a Certificate of Incompletion. Students who are dismissed or do not meet the requirement for issuing Certificate of Incompletion, will only be issued factual study certificate.

Article 50 Students should properly keep their Certificate of Graduation, Certificate of Completion, Certificate of Incompletion and Certificate of Degree. Those who lose their certificates can apply for a replacement certificate from the University, which is equally valid and legitimate as the original.

Article 51 Students who hope to take an extension of study must go through the required procedures a minimum of 3 months in prior to the graduation. Students must pay tuition fees for the extended period if they apply for study extension due to personal reasons.

Article 52 Students must complete all the required procedures soon after their completion of studies, including the campus ID and visa affairs.

Chapter 11      Supplementary Clauses

Article 53 These general regulations apply to all full-time undergraduate international students.

Article 54 These general regulations take effect from the date of issue. SIE reserves the right to make final interpretation of these regulations.
